Hardened Gitleaks 8.30.1 revision 1

Superseded for security maintenance: use gitleaks/v8.30.1-r2. The r1 binary includes Go 1.27.2 and its compiled crypto/x509 package is flagged by GO-2026-6809. Revision r2 updates the runtime and passed the binary audit and consumer tests. Existing r1 assets are retained unchanged for immutable release history.
