Frozen circuits

catalog.json (the families and their roots), manifest.toml, resources.tar.gz (ABIs and verification keys, SHA-256 c71e5339bd5957481a6662eaa7a221c3944ab90f660e314a3c6922791d41daa8); the same files are attached to this release. The zk-encryption-circuits crate carries the bytecode and every pin, so the host is a mirror, not a trust anchor.
