fix: prevent pull-to-refresh during progress bar scrub

Summary

• Block native scroll/pull-to-refresh while scrubbing the progress bar (prevents bar from shifting position)
• Add hotfix publish workflow for bypass docker builds

Test plan

• On mobile, scrub the progress bar and drag finger vertically — should not trigger pull-to-refresh
• Progress bar should stay in position relative to comment prompt during scrub
