Corrected in csolution - Open-CMSIS-Pack/devtools#2225 - for query of templates for a device (no board specified) the board filter needs to be set to a "space" in order for board conditions to fail.
Next nightly build of CMSIS-Toolbox (2025-10-02) has the fix and any subsequent build of the VSCode CMSIS Solution extension has the fix include.
