cmsis-csolution extension setting for default UV4.exe path

There is a "Keil uVision" debug adapter setting. This uses a path to the UV4.exe of an MDK 5 installation. The installation path can be different on user computers, so it is possible that the current default value for the path to the UV4.exe will not work. To not having the need to modify this path for every new project/configuration, it would help to have an extension setting to set the default UV4.exe path to the actual MDK 5 installation path on the computer in use. So the correct path for the system in use will then be used on every new project/configuration.

As of now, the extension implementation is agnostic from any specific debugger.
This requests would now introduce at least some dependency which breaks the abstraction.
E.g., in order to have such a setting and access is from within tasks.json we'd need to define a command. The command could return the default string that is used in debug-adapters.yml today or the specific string stored by the user in settings.json.

As a workaround, the user could modify the debug-adapters.yml file present in the extension installation folder. But this doesn't feel like a clean solution, either.

Another approach might be to allow default overrides in an agnostic way.

I have now decided to go for the agnostic/generic approch.
As a user, I can now overwrite debug adapter setting defaults in settings.json like this:

IMHO the current feature is for the moment good enough. Maybe in the long run we could use a registry library (i.e. native-reg) toto obtain the path to UV4.EXE - but for now I would consider this as uncritical.

Yes, there is .vscode/settings.json for workspace settings an <app data>/Code/User/settings.json for global settings.
