[NRF52840]: fix rtc overflow-while-set-timestamp issue #4174

Description

Patch for fix:

  • rtc overflow-while-set-timestamp issue
  • timer has a race condition

It's copy of PR #4016 for the NRF52840 port source code

Fixing code style shall be a separate commit, wont' distract from the actual code change. Can you please?

- rtc overflow-while-set-timestamp issue
- timer has a race condition

This was fine. The opening brace of each function should be placed in the next line. So this change is undesirable.
The only thing that could be corrected here is missing "void" between parentheses. This is C code, so empty parameters list should be stated with "void".

A few similar cases can be found below.
