Version 21.9.0 (Neoforge) listed as compatible with MC 1.21.10, not compatible

Describe the bug
A clear and concise description of what the bug is:

The Curseforge page lists both 1.21.9 and 1.21.10 as being supported versions for version 21.9.0 for Neoforge. However, attempting to load 21.9.0 throws the following error:
[main/FATAL] [ne.ne.fm.ModLoader/CORE]: Error during pre-loading phase: Mod xray requires minecraft 1.21.9 or above, and below 1.21.10
This suggests 21.9.0 is incorrectly marked as compatible with 1.21.10

To Reproduce
Steps to reproduce the behavior:

1. Download mod version 21.9.0 Neoforge from Github or from Curseforge
2. Move mod jar into mods folder of a 1.21.10 Neoforge Minecraft Instance
3. Launch, observe error and crash

Expected behavior

A clear and concise description of what you expected to happen.
Either 21.9.0 successfully loads as suggested, or 21.9.0 not being listed as compatible with 1.21.10

• XRay Mod Version: 21.9.0
• Neoforge Version: 21.10.19-beta

Additional context
This additionally causes launchers like Prism with mod searching UIs to fetch 21.9.0 for 1.21.10.
