Add trust policies to allow pharia-holmes and pharia-data-api repositories to access data-go-packages during CI/CD workflows using Octo STS. This enables: - pharia-holmes to download private Go modules during builds - pharia-data-api to download private Go modules during builds Both policies grant read-only access to repository contents.

This enables:
