Alters the build process to install Python 2.7, the AppController to be aware of Python 2.7 apps, and the AppServer to execute them correctly. As the app I tested with (AppLab) uses NDB, I also added a commit in to enable NDB support.

Requires the tools to be aware of Python 2.7 apps - grab this support from (tools) shatterednirvana/python27.

When I was running the appstore app, I was unable to upload or download an app since the blobstore server was breaking.
