AP_Scripting: added copter_loiter_brake script #26971

I haven't checked the script much for errors but it might be good to put terrain_brake in the name of the script. Loiter already has a brake included with it and we also have brake mode. So perhaps copter-terrain-brake or copter-loit-terr-brake. By the way, there have been requests over the year to enhance loiter mode so that it can do surface tracking using the terrain database. Maybe that's some thing we should add once Matt Kear's surface distance library is ready. |

Should this be 10 Hz instead, since update is 100ms?
