Move from actions/upload-release-asset  as it is no longer maintained.

As per: https://github.com/actions/upload-release-asset/issues/78

This action is no longer maintained - we should substitute it for another action which is actually still maintained...

Completely open mind on what the answer is here - provided it can add assets to an existing release, and potentially overwrite those assets is changes are specified.
