Add LOGGING_RESOURCE_GROUP & CONNECTIVITY_RESOURCE_GROUP to .env file

resourceGroupConnectivity.parameters.all.json
resourceGroupLoggingAndSentinel.parameters.all.json

 Both of which reference: parResourceGroupName currently 'alz-rg'.

We need to add a computed value which adds these to the .env file we create as:

LOGGING_RESOURCE_GROUP
CONNECTIVITY_RESOURCE_GROUP
