Assume that Durable Functions are enabled by default, don't require the PSWorkerEnableExperimentalDurableFunctions app setting.

Not removing PSWorkerEnableExperimentalDurableFunctions completely yet, so that we have a way to disable durable functions is something goes wrong. Just changing the default for now.
