Issue describing the changes in this PR

This PR contains the following changes:

  • Upgraded PowerShell 7.4 to SDK 7.4.0-preview.2 --> resolves Upgrade PowerShell 7.4 to SDK 7.4.0-preview.2 #930
  • Upgraded .NET SDK 8.0 to version 8.0.100-preview.3.23178.7
  • Added dotnet-tools feed which has Microsoft.CodeAnalysis.CSharp version 4.6.0-2.23152.6 -- this is a requirement of the PowerShell 7.4 SDK version 7.4.0-preview.2
