Since the worker extension build in official pipeline is only looking for nuget sources defined here, add the local package folder as source and copy the restore packages to that in the pipeline (https://msdata.visualstudio.com/SQLToolsAndLibraries/_git/azure-functions-sql-extension/pullrequest/1488211?_a=files)
