Description
Improve azure-powershell - smoke-test from 3 perspectives:
Move key steps of smoke test to smoke-test-steps.yml as a template
Allow to update dotnet core version to get the latest powershell
Allow to do not specify the version of powershell. In this way, pipeline always gets the latest one to test.
