[SQL DB] Added Information Message that will be displayed Aure SQL DB with GeoDr link is migrated to Hyperscale edition

Description

The Changes add Information message that will be displayed when customer migrate Azure SQL DB (non-Hyperscale) with GeoDr link to Hyperscale Pool.
The changes do not involve changing any core command or any other parameter, changes here are only focused on displaying an additional Information message if customer try to migrate Azure SQL DB with GeoDr links to Hyperscale.
