Adding support for migration through power shell commands.

Added Get-AzureSqlUpgradeDatabaseHint
Added Get-AzureSqlUpgradeServerHint

• Get recommendation for elastic pool and databases within it, which should be used together with Start-AzureSqlServerUpgrade- to automate migration scenario. Also added corresponding tests.

Added Get-AzureSqlDatabaseExpanded

• Get databases with included STA information.

Modified Get-AzureSqlElasticPoolRecommendation

• Simplify recommended elastic pool advisor API to just return pool recommendation server. Also removed deprecated test cases
