The pr adds a helper header to obtain a native anchor pointer from an xr anchor using the global xr component
Note: we need 675 to be completed in BabylonNative before checking in this change. This file is known to compile but will require more work to test fully once we have typescript logic running through azure spatial anchors scenarios
