I just wanted to add a link to the Open Design Guide to the page, but realized that some content was also a bit stale.

Pull Request Overview
This PR updates the Open Design page by refreshing outdated content and adding new links to recent resources.
- Capitalized "bitcoin" to "Bitcoin" for consistency
- Updated link formatting for internal pages using relative_url
- Inserted new resource links including the join page, a self-guided learning bootcamp, and the Open Design Guide

I just wanted to add a link to the Open Design Guide to the page, but realized that some content was also a bit stale. Especially the paragraph that introduces the community feels unnecessary since we updated the join page with lots of tips. I ended up leaving it in, but shortening it and adding links to more recently added, relevant pages.
