This module will be rebuilt in elements-miniscript where most of the surrounding helper functions already exist. We decided to remove the module because of the high degree of copy-and-paste code in it.
We want to make elements-miniscript depend on simplicity so we can implement the policy module there.

We move the policy module over to elements-miniscript where we can integrate the Simplicity descriptors etc. into the existing infrastructure. This PR only removes the policy module and the dependency on elements-miniscript.
I will leave this as a draft until we have a working PR on the elements-miniscript side.
