Use in team setting

I am a developer at a design studio and recently got a request from one of the designers for an Illustrator plugin. I have made custom plugins for our company's workflow before, but exclusively in Figma. I started looking into how to go about developing an Illustrator plugin and quickly found that there was much less support. Nuxp seems great for creating the plugin, but one thing that Figma has that is incredibly useful is that I can develop internal plugins that can only be accessed by people on my team. I am able to distribute this application on my computer and re-upload/distribute it everyone on my team receives the update. Is there a way to use nuxp in a team context with computers that do not have a developer environment installed?
