Another ReadtheDocs Fix

Minor update to the Read the Docs configuration to ensure documentation builds correctly:

• .readthedocs.yaml: Added a pip install step from the project root to ensure the CTF package is installed, which is probably needed for rendering the Estimators documentation page.
