[Refactor] /public folder

The public folder has become a mess due to how quickly I've needed to get sites out. It could use a clean up. What I'm imagining is we map out what could be shared between the static sites and the main site and create shared folders between them. This will require making some changes to the nginx.conf, see CSSS/csss-site-config#11.

We will also need to fix the paths these files use to access these static assets (stylesheets, images, JavaScript files, etc.).

I'd love to take this on! I understand the goal is to clean up and organize the /public folder by separating shared static assets across the different sites and updating their paths accordingly.

I'll also look into the NGINX config as mentioned in csss-site-config#11 to ensure things link up correctly.
