[Feature] Migrate Frosh sites

To preserve historical pages, we need migrate these old static pages to the appropriate subdomain.

Static sites

Minimal Viable Product

• Going to frosh.sfucsss.org will open the latest Frosh site
• Going to frosh.sfucsss.org/<year> will open the Frosh site of that year

Code changes

Moving sites from https://new.sfucsss.org/frosh/ to the new directory structure.
