[Feature] Migrate Fall Hacks sites

To preserve historical pages, we need migrate these old static pages to the appropriate subdomain.

• Going to fall-hacks.sfucsss.org will open the latest Fall Hacks site
• Going to fall-hacks.sfucsss.org/<year> will open the Fall Hacks site of that year

Code changes

Moving sites from https://new.sfucsss.org/fall_hacks/ to the new directory structure.
