Adding a "Chromium-based Browser Hardware acceleration (How-To)" section in Configuration

Firefox Hardware acceleration works out of the box with my full AMD rig. With Chromium-based browsers such as Chrome or Brave, you still have to add launch options to it to utilize VAAPI to decode media content.

I thought I should add a ~/.config/chromium-flags.conf entry to CachyOS-Settings, but this isn't a general solution for all hardware combinations.
