Also, we should consider rearchitecting how helpers/general schemas are handled. Doesn't make a whole ton of sense for OAI/DOE specific functions to be in the general helpers namespace. Might be better to make a module for generalized schemas that has the schema and associated helpers (
scrapi.schemas.oai,scrapi.schemas.doe,scrapi.schemas.helpers)
