Implements fetching and formatting of release notes from the GitHub API for the latest release, with a static fallback. Updates AboutDialog to display release notes and version, and corrects project URLs.
Cleaned up unnecessary trailing whitespace in the release notes formatting function for the about modal.
Bump serde, serde_derive, and serde_json to version 1.0.220 and 1.0.144 respectively. Add serde_core as a new dependency, reflecting upstream changes.
