Make light survivor hoods less warm than regular survivor hoods #40159

Purpose of change

Lowers warmth of light survivor hood from 15 to 10 so that it's less warm than a regular survivor hood. This is in line with warmth differentials between other light/normal (or leather/cotton) variations of the same clothing item.

Testing

Built from sources and verified that the warmth value was changed by debug spawning.
