Translations: retranslate docs (Japanese)

Summary

Retranslates the docs for Jp with a few improvements to the translation script:

• Disallow specifying different locales as script parameters (e.g. JP translation config but into the ZH folder) -> fixed
• Bug where if the front-matter is null it still inserts the front-matter and "null" -> fixed
• Bug where a hash file might refer to a deleted (or renamed) file -> fixed

Russian and Chinese to follow in separate PRs.
