Display explanatory text when there are no 1st/2nd/3rd line options

When there are no first line options returned, display the following text: "Patient’s other health concerns may contraindicate typical first line options."

UI location: Underneath Tier 1 (see screenshot)

Then, repeat the same solution for Tier 2 and Tier 3.
