Dirac Basis #1178
Description
Reviewing the MATLAB reconstruction code I am finding virtually all of the methods are only using the Dirac basis for mean volume reconstruction.
A request for this basis also came up in a user question relatively recently.
We had an implementation of this basis at some point (though I think we may have removed it because it wasn't working). We should restore or recreate it to support the MATLAB repro effort.
