Directly port MATLAB's CTFFilter #1309
Description
Our CTFFilter implementation and grids are different from MATLAB.
Create a new filter that directly replicates MATLAB.
We can consider/discuss what to do re our existing CTFFilter. There may be significant fallout in the testing space if we change it (TBD).
