Basis Reconciliation

Support swappable basis for 2D. (FB, FFB, PSWF, FPSWF, FLE). The result is that all basis should function for cov2d and class averaging. Initially, I plan to do this mostly by using SteerableBasis2D and a new class I am calling Coef. Once proof of concept happens, I can work on rewriting the tests and documentation. Then we can work on optimizations and consistency deeper in each basis more independently; hopefully while keeping everything working :).

This is a pretty large project, . I've made a board for it, mainly to keep track of how I am breaking it up and collect related issues.

Functionally this was closed by #1031 . All the mentioned basis are under test with the cov2d denoiser.

There is still additional indices cleanup, test improvements, and basis optimizations that will continue to occur as smaller issues/prs.
