Warnings when uploading packages

We are getting warnings when uploading packages to Hackage due to some package components not specifying their version bounds.

An example is:

Warnings:                                                                        
- [missing-upper-bounds] On executable 'what4-arithmetic-counterexamples',

Also, in copilot-verifier, we get:

Warnings:
- [option-o2] 'ghc-prof-options: -O2' is rarely needed. Check that it is

- - containers

I don't have them all written down, but I recall that there were others.
