Clickable Scrollbars v2.15

• Fixed: at high frame rates updates were skipped, so drags were less smooth and short clicks could be missed; every update is now handled.
• Another mod that declares the same Windows functions first can no longer break the scrollbars.
• Long grid drags no longer fill the FFI type table every mod shares.
• An idle frame makes 1 Windows call instead of 5, and a held drag makes 9 memory reads instead of 25 without allocating.
• The addon no longer keeps a 1-4 MB screen-capture bitmap for the whole session.
• An error in an update below the addon now pauses it until updates run cleanly again, instead of stopping it.
• A second copy of the addon now loads nothing.
• Requires Bingus Shared Loader v18 or newer.
• Measured in live play: 0.005 ms per frame in missions and on the ship (was 0.011).
