CREATE a duplicate file uploader form for admins

• Keep it in the search menu.
• Use JS to get and submit the sha hash.
• If it matches a database, pull basic info, display it using htmx and offer a link to the record.

Decided against this, instead the Uploader now uses an anchor link to the record of the duplicate match.
