Description
Adds "limit to tags" option for alerts.
Uses the same tag input as the "Project Details" dialog, and as such also includes auto-complete for existing tags.
Also removes the remaining "auto-save" behaviors from the alert view. For example, previously, ticking a Notify On checkbox would auto-save the alert, whereas a change to the Destination field would require the Submit button to be clicked. Now, the Submit button is necessary for all changes. This avoids accidental changes from messing up the system.
