This PR contains the changes for updating the CI/CD for the python wrapper.

  • Added release distribution build step on PR to main or push to main
  • Added package publishing to PyPI when publishing a Release.
  • Add dependency to make sure test job are passing before we can create a release distribution/publish to PyPI
