Manage global-services from service command

All global-services should be managed(start, stop, restart, etc.) from the https://github.com/EasyEngine/service-command. 

Global service related functions and utilities should be removed from other repos like [EasyEngine/site-command](https://github.com/EasyEngine/site-command/blob/develop/src/helper/site-utils.php#L173)
