Use a fixed rust-simplicity commit on the main repo instead of a branch on my local repo.

Depends on BlockstreamResearch/rust-simplicity#174 so that the Merkle roots match with what Elements Core is expecting

This makes elements-miniscript depend on a fixed commit on the master
branch of rust-simplicity, instead of a branch of my local fork.

Updates rust-simplicity to the latest version with updated jet CMRs and
costs.

The Merkle roots are updated.

This makes the simplicity version compatible with what is used on
testnet. Importantly, the jet Merkle roots are updated.

We have to use a local version of elements-miniscript until
ElementsProject/elements-miniscript#52 is
merged.
