This PR introduces the runtime module and also functions for getting number of cpus.
There are so many approaches that work and do not (https://stackoverflow.com/questions/6481005/how-to-obtain-the-number-of-cpus-cores-in-linux-from-the-command-line), so it very much make sense to hide these behind an API.
