chore: test next ahead of release

In this PR,

• Dependencies were updated
  • Core, calcite, components, react, angular, vue, etc.
• Event names were updated
  • arcgis prefix to event names (Map and Coding comps)
• READMEs were updated
  • We don't have to explain as much in this repo since we're now using the developer doc site to explain how to get started
• Charts components tutorials are updated to show how to configure with charts model
  • CDN sample is now using new $arcgis global

TODO:

• Charts components CDN template: Update jsdev/4.30 for charts model CDN URL.

Is this for merging when 4.30 releases? Also, is there another PR that will update the main README with a repository deprecation notice and instructions to use jsapi-resources?

Yes @andygup , this is to be merged after the 4.30 release. The plan is to merge this branch into the repo post-release, followed by a PR to update the README with a deprecation notice and instructions to use jsapi-resources. Subsequently, the repo will be archived for deprecation.
