Add windows runner to the CI

To ensure compatibility with windows, windows should be added as runner to the CI. To install HDF5 on windows runner see: https://github.com/FAIRDataPipeline/cppDataPipeline/blob/ryanjfield-dev/.github/workflows/fdp_cpp_api.yaml#L102

@RyanJField @bobturneruk I added a windows os to the ci, in a new feature branch. I think this is as far as I can get. tests on a windows virtual machine work... but not there.. and I cannot understand why the server is not starting. I might need some help.

@bobturneruk I’ve got the registry to install, I’m just working on getting python to run correctly.
