"Campaigning" as extra talent on Ignatius May or other special npcs doesn't reduce upgrade prices

Reproduction steps

1. Get 80 reputation for coalition
2. Check any upgrade price
3. Trigger event for Ignatius May
4. Accept and hire him
5. Check the upgrade price
6. Price does not change
