1.0.24: Shop refresh failure alerts and recovery

Shopmon now surfaces background refresh problems to shop owners, including actionable failure details and recovery notifications. Shops with repeated total refresh failures continue retrying daily instead of remaining stale indefinitely.

Added

• Owners receive batched notifications for refresh issues, with deterministic problems reported immediately and transient failures reported after they persist. Resolved issues are shown in the environment details and trigger a recovery notification. #897 (@shyim)

• After repeated total refresh failures, scheduled refreshes back off to once daily and continue retrying so shops can recover automatically. #897 (@shyim)
• Upgrade go-jose to v4.1.6, which includes security fixes. JWK parsing now rejects RSA moduli larger than 4096 bits by default; applications needing larger keys must configure MaxRSAModulusBits before parsing. #906 (@dependabot[bot])
