Create a mesh-doctor package

After discussing the future developments to improve visibility of some the tools available in this repository, mesh-doctor needs to be its own package to be easily usable by users.

To reach this goal, multiple tasks need to be accomplished:

• Convert snake_case to camelCase refactor: mesh-doctor Convert snake_case to camelCase & Update old formatted function docString #146

• Update old formatted function docString refactor: mesh-doctor Convert snake_case to camelCase & Update old formatted function docString #146

• Create mesh-doctor package

When done, this will be the base to add vtk filters to the mesh-doctor package as done in #124 and #143
