Public Github Release of the NISE programme package

This is the official release of the NISE code version 3. It is the first distribution via the Github site. The zip file contains the source and binary files. The package requires the FFTW3 and LAPACK packages. Plotting script examples are present for DISLIN, MATLAB, and gnuplot.
