CHORE: migrate to serverless v4 #50
Description
- ensure python 3.12 in all configs
- perform sls V4 upgrade (with yarn)
- DEV deploy/remove
- update pyproject.toml to PEP508
- update to latest model/common/solvis libs
- package audits yarn/poetry
- configure SLS working in CI/CD
- TEST deployment
- PROD deployment
- check SLS billing OK
